Sihanouk pushes to keep Cambodia neutral despite the Vietnam War. U.S. relations weaken after Sihanouk allows North Vietnamese guerrillas to organize in eastern Cambodia.

By 1967, the North Vietnamese Army and the Viet Cong had a strong presence along and inside the Cambodian border.
